Comic Book style i say the joker is the greatest of all time
here is why:
he has killed over 3000 people men women and children.
he also shot bat girl/barbara gordon in the spine paralyzing her in front of her father then taking her father and trying to make him insane showing him pictures of his shot and naked daughter.
he killed the jim's wife after stealing a bunch of babies when she found them she confronted him he threw a baby at her she caught it and he pressed the gun to her head and blew it off.
he killed one robin and tried to kill another robin.
all around completely insane and the most hardcore villain ever
followed closely behind by two-face in my oppinion

yeah i like joker too but i have to say that ANNIHLUS of Fantastic Four Fame in the series annhilation he wiped out billions
of lives across the universe..
man i hope they bring him into the movies though

At cosmic level i would choose Thanos
He has a lot more character than Anihilus.

Others to consider would be Galactus, Beyonder and Onslaught

I'd say Doomsday and/or Lobo because they beat the crap out of Superman. But Lobo is more of an anti hero rather than a super villain. So I'd have to say Doomsday because he was the one that killed Superman which is the most powerful superhero having only to be a dim witted boyscout and kryptonite as his shortcomings.

Human level (DC): Lex Luthor - Completely unpowered, yet he can back Superman off. Many people know how ruthless and evil he can be, yet he was still elected President. A pwerless man, he nevertheless managed to assemble the largest collection of villains on Earth. (Okay, it turned out to be a fake, but I still count it.) That's why I put him up there: he's effective. Runner-up: Ra's al Ghul.
Human level (Marvel): Kingpin - Again, in a place dominated by powers, Wilson Fisk usually manages to get his way, whether through guile, greed, or sheer brute force. To paraphrase a villain during the recent Civil War: "When I went to jail, the Kingpin was in charge. When I came out (10 years later), he was still here. Some come and go, but the Kingpin always wins out eventually."
Methahuman (DC): Black Adam. With the return of Captain Marvel to prominence, Black Adam could hardly be far behind. Teth-Adam is the dark mirror to Billy Batson, everything that Batson is not. His conquering the nation of Khandaq brought him to the forefront of villains, while his membership in the Secret Society's Inner Circle cemented it. His brief time as a "hero" merely made his fall after the death of his family even more tragic, even as it increased his bloodlust. In a day, he slaughters an entire country of innocents and sets off World War III.
Metahuman (Marvel): Ordinarily, I'd be putting Magneto into this category, because I always considered him to be the best developed character at MArvel; after all, he was a Holocaust survivor who is almost an anti-hero rather than a villain, just a nudge away from being a savior for his people. However, due to events currently unfolding in the MArvel books, I would actually have to give the title of Best Villain to... The Incredible Hulk. Here is a guy who has finally decided to become an enemy of all humanity. Because of the betrayal of those he called friends and the death of his wife, the Hulk has returned to Earth on a mission of slaughter and revenge. Once again, we see another link to a previously reveled "future", which is far too likely to the Hulk becoming the being known as the Maestro.
Cosmic level (DC): Darkseid. (Do I really have to explain this one?)
Cosmic level (Marvel): Mephisto. Come on, can you really get a better villain than the Devil himself?

I like the Joker too, however Venom, is awesome. Since it's a guy that got ruined by Spiderman, so it's kind of this big mistake coming after him. I love the Venom character. It's insane.

he's the most craziest n deadliest of all the villians takin the level of pain n sarcasm 2 another level..
he's kinda the only 1 who had successfully killed a gero (robin) 4 instance n hav caused so sooo much of pain...

I'm gonna have to say Lex Luthor. Anyone who can almost be an annoyance to Superman has some skill. There is no other villain, any other super hero for that matter, that can come close to defeating Superman.

I'll agree with most that the Joker is one of the best villains out there as well as being the craziest, but I have been enjoying the new volume of Punisher being written by Garth Ennis and would like to include the last few pages of the last issue (52) released and someone can tell me if he's not a very good contender to being one evil motherf***er!

Apocalypse - cause every villain and hero (Marvel world) have to unite to entomb or destroy him. He is Ultimately the most fearsome villain among mutant or human society. He has -
Immortality
Complete control over the atomic structure of his body
Superhuman strength, speed, endurance, and reflexes
Teleportation
Energy manipulation
Psionic powers
Genius level intelligence
Though there have been other villains with own list of strengths, I believe if you list their strengths against this immortal they would come up short. Just remember he ain't interested in gold or money just the destruction of the weak.

Saw this post topic and thought immediatly: "the Joker". Though I guess I shouldn't be surprised that everyone else has beaten me to it. That line in The Killing Joke, that all that seperates us from madness is one bad day, creeps me out.
Like the few non-comic book villians I can think of that would top him (Moriarty, Q, the Master...I think that's it) his arival signifies not just that things are gonna be bad but that Hell is about to break loose and that this will be a story to remember.

Joker hands down. I mean think about how vile he really is, and to think he really has no superpowers either... Just like Batman. Which is why I think the Batman series is the most popular out of all of them.
