to convert NTSC to PAL is very simple using this short video as a guide.

all you need to do is load the video_ts.ifo file into connvertxtodvd.

then go to Settings/TV Format and set PAL.

then convert

this will work for PAL to NTSC as well.

you could also try TMPGEnc but as I am familiar with connvertxtodvd and your process is a lot simpier
in light of what you have to do with the crack for the dvd authoring tool in the proggie I suggested

just got to state convertX to DVD is one good prog takes about 1hr or less to convert anything and so easy to use

I Found It Easier To Buy A Philips, Where It Not Only Plays PAL Region 0,
But Using The Remote Press 7-8-9 OK 2 (or 3, 4, 5, 6), Then Hit Play...
ALL Regions Play, Perfectly.
